HALF-DAY PARLIAMENTARY RULES AND PROCEDURE

TRAINING-WORKSHOP

AUGUST 9, 2006

I.                   RATIONALE

The political science majors are the most active and vigilant students and they have the natural inclination to lead and to be a leader in whatever field he/she is into. Campus organizational leadership are in the list of the priorities of the said students. Politics is very inherent in the system of this political science majors and after they graduate from college they have that tendency to indulge in the political arena of their respective locality,

One of the basic trainings the political science majors to undergo with is the training-workshop on parliamentary rules and procedures. In this training, basic fundamentals and concept in parliamentary rules and procedures are learned and introduced to guide the students in his/her leadership and future political undertaking.

It is in the light of the aforementioned reasons that there is a need for all the political science major (organizational officers and members) to undergo a training-workshop on parliamentary rules and procedures.

II.                General Objective:

1.  To equip the political science major with the knowledge and skills on the conduct of Parliamentary Rules, Procedures and Practice.

Specific Objectives:

1.  A common understanding of the following basic parliamentary rules and concepts:

·         origin and development; In the Philippines; common parliamentary procedure

·         fundamentals of parliamentary rules and procedures

·         parliamentary rules and procedures

·         nature and classification of motions

·         characteristics of motions

·         application & practice

·         precedence of motions

·         motion and resolution

·         progress of motions

·         meetings or sessions

·         votes and voting

·         quorum

2.      Underwent and experienced how to prepare and raise a motion/resolution, facilitate and preside over a meeting or session.

3.      To foster camaraderie among the political science major.

III.             COURSE OUTLINE/S

Part One:             Preliminary Information

·         Overview and Backgrounder

·         Brief History of Parliamentary Law

·         Origin and Development; In the Philippines; Common Parliamentary Procedure

·         Fundamentals and Principles of Parliamentary Procedure

Second hour

Part Two:             Parliamentary Procedure

·         Quorum

·         Order of Business

·         Debates

·         Votes and Voting

Third hour

Part Three:          Motions

·         Nature and Classification of Motions

·         Characteristics of Motions

·         Progress of Motions

·         Precedence of Motions

Fourth and Fifth hours

Part Four:            Procedures & Rules of Motions

Part Five: Application & Actual Practice

IV.              METHODOLOGY

The following methods are adopted in this Half-Day Training-Workshop:

A.     Lectures and Discussions in the form of power point presentations

B.      Workshops

C.     Group Dynamics

D.     Application & Actual Practice

V.                 ASSUMPTIONS

A.     The participants are the political science major from freshmen to seniors who are politically inclined who have been so active in their own respective organizations and community. The knowledge, skills of the participants vary and there is a need for the political science major to be knowledgeable and adept in parliamentary rules and procedures.

B.      The schedule of the training-workshops is on August 9, 2006. The venue is yet to be ascertained.

C.     The officers and members of the PSSO would act as facilitators/resource persons in this Parliamentary Procedure & Practice Training-Workshop.

VI.              BUDGETARY REQUIREMENTS

B.      Supplies and Materials

      The following are the supplies and materials needed for the One-Day Training-Workshop:

1.      Pentel Pen/Marker Pen and Ink

2.      Ballpoint Pen/Pencil

3.      One (1) Ream of  Plain White Bond Paper

4.      Cartolina or Stickers

5.      One (1) Pad of Yellow Paper

6.      Scissors

C.     The training-workshop outputs, the training kit/module developed the LCD/power point presentations and the results of the evaluation and assessment of the Half-Day Training Workshop is part and parcel of the documentation of the Academic project/s of the PSSO.

D.     No honorarium is required in this training-workshop since the facilitators and resource persons are alumni PSSO.

E.      Meals and Snacks

Since this is a half-day training workshops from 1:00-5:00 p.m., all in all there would be:

     Four (4) Snacks and Bottled Water for the Four Resource Speakers

F.      Contingency Fund (10%)

VII.           EXPECTED OUTPUT

The following are the expected output of this Half-Day Parliamentary Rules & Procedure Training-Workshop:

1.      A standard Parliamentary Rules & Procedure Training Module in the conduct of Parliamentary Rules & Procedure Training-Workshop.

2.      A standard LCD/Power Point presentation of the topics in the Parliamentary Rules & Procedure Training-Workshop.

3.      A team of trained and adept young parliamentarians who have the knowledge, and skills on Parliamentary Rules & Procedure.

4.      A standard Table of Rules of Motions.  

VIII.        ASSESSMENT/EVALUATION

An assessment and evaluation instrument for all trainings conducted would be developed. Specifically, for this purpose the proposed assessment and evaluation instrument is:
