SAMPLE PROPOSE RESOLUTION
TO REQUEST THE CITY MAYOR TO FORM AND CONSTITUTE THE DAVAO CITY ALTERANTIVE ENERGY DEVELOPMENT COUNCIL TO CHAMPION THE RESEARCH, DEVELOPMENT, PROMOTION, ADOPTION AND USE OF ALTERNATIVE, RENEWABLE, ENVIRONMENT-FRIENDLY ENERGY RESOURCES TO LESSEN OUR DEPENDENCE ON IMPORTED ENERGY SOURCES AND INCREASE OUR SELF RELIANCE AN SELF SUFFICIENCY

WHEREAS, it is the policy of the government to be self reliant, self sufficient and develop indigenous resources for its development;
WHEREAS, the country and our city are almost totally dependent on imported sources of energy; supply and prices of which are beyond our control, for instance crude oil prices has now breached the $70 per barrel;
WHEREAS, most existing energy sources like fossil fuel and coal are pollutive, poses health risk and control and contribute to the destruction our ecosystem;
WHEREAS, there are indigenous alternative energy resources present in our country and city that can be develop like hydro, geothermal, solar, wind, biomass, etc. to promote self reliance and self-sufficiency;
WHEREAS, there is a need to organize an alternative energy development council to champion the research, development, promotion, adoption and use of these alternative energy resources which are indigenous, renewable, and environmental-friendly
WHEREFORE, premises considered, be it resolved, as it is hereby resolved, TO REQUEST THE CITY MAYOR TO FORM AND CONSTITUTE THE METRO CITY ALTERNATIVE ENERGY DEVELOPMENT COUNCIL TO CHAMPION THE RESEARCH, DEVELOPMENT, PROMOTION, ADOPTION AND USE OF ALTERNATIVE, RENEWABLE, ENVIRONMENT-FRIENDLY ENERGY RESOURCES TO LESSEN OUR DEPENDENCE ON IMPORTED ENERGY SOURCES
RESOLVED, further that copies of this resolution be furnished the Office of the City Mayor, the Department of interior and Local Government, the Department of Energy, the academe, business community, civil society groups, and other interested parties for their information and guidance.
